Go to Setup > Site Configuration > index 4 (Step 4 - Define Users & Groups).
Select the applicable user group by clicking its index number.
In the group's Role form, click the Menu Permissions tab and make sure that the access level for Data Sync is 'Full Access'.
If making changes, make sure to save them.Still in the group's Role form, click the Sub-Menu Permissions tab and filter the Menu list to 'Data Sync'.
For users to perform Auto Sync actions make sure that the access level for Sync connector settings is 'Full Access'.
For users to perform Manual Sync actions make sure the access level for Quick Files Upload is 'Full Access'
If making changes, make sure to save them.
Still in the group's Role form, click the Screen Permissions tab. Filter the list to 'Sync'.
Make sure the Sync settings screen's access level is 'Full Access'.
Make sure the SyncDetails screen's access level is 'Full Access'.

Still in the group's Role form, click the Users tab. For each user that will be tasked with manual sync activities click that user's index to open that user's form.
In the General tab select the Authorized to Map Synced Data check box.
If making changes, make sure to save them.
